Când vă întrebați „ce este un oraș inteligent”, ați făcut deja o presupunere: că un oraș inteligent este o entitate unică, definită – ceva ce poate fi preluat în întregime și pus în aplicare ca o listă exhaustivă, detaliată. Pentru a crea un oraș inteligent, fiecare element hardware trebuie să aibă conexiuni Internet of Things (IoT), fiecare element software trebuie să fie interconectat, iar fiecare element izolat trebuie redefinit și reorientat, în același timp.
Dar nu așa funcționează un proiect, cu excepția cazului în care începeți de la zero. Pentru majoritatea orașelor, nu este posibilă o abordare de tip „de la zero”, deoarece nu există două orașe care să aibă un cadru, statistici, istorie, infrastructură sau nevoi de bază similare.
